The family of a former Scott County judge who recently died is helping raise money for a project at the county courthouse.
Richard Evans “Dick” Mann passed away last month. He was the Scott County State’s Attorney from 1948 to 1960 and was elected a circuit judge in that county in 1980 before retiring in 1988.
Scott County commissioner Bob Schafer explains how the family is giving back to the community.
“We’re in the process of looking into replacing the windows at the courthouse, and with the unfortunate passing of Judge Mann, the family elected to have one of the memorials go to the Scott County Courthouse window fund. And so, that’s where they initiated that. We put it into a special fund at the bank earmarked for window restoration,” says Schafer.
Schafer says the current courthouse windows aren’t very energy-efficient.

Schafer offers thoughts on Judge Mann’s passing.
“He was always somebody that you’d see in the community, and you respected his opinion on things,” he says.
Richard Mann was 94 years old.
