City resident alleged to have downloaded child porn involving toddlers

A Jacksonville man remains in the custody of U.S. Marshals after being arrested for possession of child pornography earlier this month.

Special agents with U.S. Immigration and Customs Enforcement’s Homeland Security Investigations executed a federal search warrant on March 2nd and arrested 47-year-old Robert Baughman at his city residence, which is listed as 750 East Chambers on the Illinois Sex Offender Registry.

Baughman reportedly admitted to the Jacksonville Police Department that he had viewed child porn the morning he was arrested just before officers executed the federal search warrant.

The details of Baughman’s alleged illegal activity may be considered disturbing to some listeners. According to federal documents, there were nearly 270 suspected child porn image files allegedly on Baughman’s computer, with multiple alleged images of children as young as two years old.

According to an affidavit, Baughman pleaded guilty to two counts of predatory criminal sexual assault of a child in 1997 and received concurrent sentences of six years in prison.

Prosecution was declined by the U.S. Attorney’s Office after Homeland Security agents searched two of Baughman’s computers in September 2011 and found 80 suspected child pornography images in a hard drive. He was also alleged to have downloaded material in 2014.

Baughman appeared in front of federal magistrate judge Tom Schanzle-Haskins on March 3rd in Springfield and was appointed federal public defender Douglas Quivey. Baughman was ordered to remain in detention of U.S. Marshals on March 16th.

A spokesperson for the U.S. Attorney’s Office in Springfield says Baughman could face a federal jury indictment.

Jacksonville Police Lieutenant Rodney Cox says city police assisted the Department of Homeland Security on a second, separate case, but didn’t elaborate. Homeland Security officials provided no further information on any other cases they may be working on.
