Arson Strikes Historic Church Street Home for Second Time in as Many Months

A historic home in Jacksonville was struck by an arsonist for the second time in less than two months this morning.

The Jacksonville and South Jacksonville Fire Departments were dispatched at approximately 8:00 am to the scene of a structure fire at 606 North Church Street. The three-story home, referred to by many as the old Capps House, was the subject of a suspicious fire during the early morning hours of Friday, May 26th of this year.

Jacksonville Fire Chief Doug Sills says this second occurrence of fire at the structure is being treated as an arson investigation. He says the damage to the structure was not as extensive this time.

The fire damage looks minimal at this time. We have found some evidence on scene that has led us to believe that this is an arson fire, again. So right now we have the arson investigator from the State Fire Marshal coming in to conduct another investigation and collect evidence.

Of course, as everyone’s well aware, the original fire on May 26th did extensive damage to the structure. Right now it looks like this is a second and separate incident from that original fire.”

State Fire Marshal Arson Investigators are investigating the second suspicious fire at 606 North Church Street in as many months.

Crews were on scene for roughly 90 minutes this morning as the fire was contained to a corner of the structure. In May, most of the rear section of the more than 100-year-old home was involved in the fire that worked its way up and across the third-floor roof structure to the front of the house causing heavy damage.

Known as the Capps Mansion, the large gray-colored house on the East side of Church Street dates back to 1890 and in 1902 was listed as being owned by William T. & James G. Capps of the Capps & Sons clothing factory which sits adjacent to the property at the northwest corner of North Church Street and West Lafayette Avenue.

The house was later owned by Charles R. Lewis of the Lewis Grain and Coal Company in 1915 and then was the home and practicing office of Dr. Edward Canatsey beginning in 1930 before it was converted into a convalescent home sometime later.

No utilities have been active at the home for a number of years. The owner of the property, who did not wish to speak on tape, said they had been keeping the house in good structural shape, hoping someone would want to take on a large renovation project.

Sills says the initial investigation by his department this morning showed more evidence that arson had occurred. “On the rear southern edge of the structure, it appears that there was some breaking and entering into the lower floor and the fire was intentionally set in that location.”

The fire is yet another in a series of suspicious fires that have occurred in the northeastern portion of the city dating back to May of 2021. in April of this year, a vacant house at 603 North Fayette Street burned for the second time after it first caught fire in March of 2022. The house sits one block west of the location of this morning’s Church Street fire.

During an investigation into the North Fayette fire in April, investigators reportedly found a can of Red & Tacky spray lube had been shoved into the wall with a small burn pattern around it with no spread, while the main burn pattern was found on another wall.

The Capps House property owner said this morning that the insurance company was finally coming to a resolution on the claim from the first fire back in May. He says too soon to tell if the house can be saved from being demolished, but it is highly unlikely at this point.

Chief Sills is again asking the public to be vigilant and keep a close eye on any vacant or unattended properties in their neighborhoods, and if you see anything suspicious to please call the police before a suspicious fire turns into a tragic event.

Waverly Man with Prior Sexual Abuse Convictions Charged with Multiple Counts of Possession of Child Pornography

A Waverly man who was previously convicted of criminal sexual abuse in Morgan County was arrested Wednesday for multiple charges of child pornography.

31-year-old Michael A. Timmons of the 400 block of South Grove Street in Waverly was booked into the Morgan County Jail at approximately 4:00 pm Wednesday on charges of child pornography and harassment through electronic communication.

At the time of his arrest, Timmons was out on bond for a pending charge of failure to register as a sex offender stemming from an arrest in February of this year.

Timmons made a first appearance in Morgan County Court today. The Morgan County State’s Attorney’s Office filed a six-count criminal information against Timmons today in court.

Morgan County State’s Attorney Gray Noll says all six charges are for possession of child pornography ranging from Class 3 felonies down to Class 1 felonies. “We charged him with six counts of possession of child pornography. Some of the counts are mandatorily consecutive. So the sentencing range, if convicted on all counts, is between a minimum of 15 years and a maximum of 79 years.”

Counts five and six charge Timmons with possession of digital photos and count four of possession of video imagery of someone under the age of 18 years old. Counts one through three charge Timmons with possession of pornographic digital photographs of someone under the age of 13.

Timmons was charged in 2011 with two counts of aggravated criminal sexual abuse of someone between the ages of 13 and 17 years old. He pleaded guilty to one count and was sentenced to serve 180 days in jail, four years probation, and ordered to complete a sexual offender program, have no contact with the victim and no contact with minors without consent of probation, and to obtain alcohol/drug assessment and obtain treatment as well as mental health treatment.

Timmons pleaded guilty to a petition to revoke probation in 2015 after he was arrested on another charge of criminal sexual abuse. He was sentenced to serve four and a half years in the Illinois Department of Corrections, followed by four years of mandatory supervised release with the first two years being home detention.

Bond was set today in Morgan County Court at $500,000 with 10% to apply. He is next due in court on August 1st for a preliminary hearing. Timmons currently remains held at the Morgan County Jail.

Driver Killed in Single Vehicle Accident on Rt 36 Tuesday Night

One person was killed in a single-vehicle crash last night. According to a release this morning by Morgan County Coroner Marcy Patterson this morning, a single-vehicle crash occurred at approximately 9:30 Tuesday night on Route 36 just west of Illinois Highway 123 in Alexander.

The driver was pronounced deceased at the scene. Radio traffic from Tuesday night indicated that the driver was possibly ejected from the vehicle, but that has not been confirmed as of press time.

According to the release, the accident is being investigated by the Illinois State Police and the Morgan County Coroner’s Office. State Police, Morgan County Sheriff’s Deputies, Lifestar Ambulance, the Alexander Fire Department, and Morgan County Coroner’s Office all responded to the scene.

Patterson says the identity of the victim is being withheld at this time pending the notification of the next of kin.

Man Airlifted to Hospital After Falling from Beardstown Seawall

According to a release by the Beardstown Volunteer Fire Department on their social media late yesterday, at approximately 1:30 pm Beardstown Fire and Ambulance were called to the riverside of the sea wall.

According to the report, sometime overnight an unidentified man had fallen from on top of the sea wall, approximately 35 feet to the rocks below on the river side of the wall.

Paramedics and firefighters were able to get to the man by boat and then walking through shallow water and vegetation. EMS personnel assessed the man who was then transported by boat to an AirEvac helicopter at the Beardstown Marina for transport to a local hospital.

No update on the status of the man was provided in the report.

Beardstown Fire and Ambulance were assisted on scene by employees from Logsdon Tug Service, Beardstown Police, and AirEvac 27.

Jerseyville Man Identified as Decedent in Pike County Motorcycle Crash

The name of a motorcycle rider who was killed in a single-vehicle crash in Pike County Sunday has been released.

EMS and Sheriff’s Deputies responded to a single motorcycle crash just before 4:00 pm Sunday approximately two miles south of Pearl on State Highway 100.

The motorcycle was traveling northbound when it struck a deer that ran into the path of the bike.

According to an update this afternoon by Pike County Sheriff David Greenwood, 71-year-old John M. Roos of Jerseyville was pronounced deceased at the scene.

The Pike County Sheriff’s Department was assisted at the scene by the Spring Creek Fire Department and Pike County EMS.

Public Hearing Announced for Proposed Ameren Rate Increase

Ameren Illinois customers will have another opportunity to comment on the company’s proposed multi-year rate plan this month.

The Illinois Commerce Commission has announced a public hearing will be held on Wednesday, July 19th at 6:00 pm at the Decatur Civic Center. Public comments can also be submitted for all those who are unable to attend.

Ameren filed the petition with the ICC in January of this year seeking the rate adjustment for about a $160 million increase on the natural gas side and about a $435.6 million increase over the next four years on the electric side.

The change would mean the average household would see estimated increases of about $6 a month on the electric side and a slight increase in natural gas.

An ICC Administrative Law Judge and ICC staff will be present at the hearing to accept public comments, and Ameren Illinois representatives will be in attendance as well. Verbal comments will be limited to three minutes per person.

Those unable to attend the hearing can submit public comments with the ICC through its website at icc.illinois.gov in Docket Nos. 22-0487/23-0082.

Comments may also be left with an ICC Consumer Services Division Counselor by calling toll-free 1-800-524-0795 between 8:30 a.m. and 5 p.m. Monday through Friday.

Free Community Skin Cancer Screening to be Held in Jacksonville This Month

A pair of Central Illinois healthcare organizations are bringing free cancer screening to Jacksonville soon.

Jacksonville Memorial Hospital and Simmons Cancer Institute at SIU Medicine are partnering to offer a free community skin cancer screening in July. The screening will be held from 9 a.m. to noon on Saturday, July 29, at Jacksonville Memorial Hospital, located at 1600 W. Walnut St., Jacksonville.

Screenings will be conducted by the dermatology team from the Simmons Cancer Institute at SIU. Preregistration and a short consent form are required to participate in the screening.

To pre-register, call 217-479-3928. Participants should not currently be under the care of a dermatologist.

Aziz Khan, MD, executive director of SCI and chief of hematology-oncology for SIU Medicine says prevention, awareness, and education are important parts of the care they offer, and diagnosing a precancerous condition or cancer at an early stage is a positive step.

Funding for the screening is provided by the Simmons Cancer Institute at SIU.

Pathway Names New Community Living Services Director

A recent IC grad has been tapped by Pathway Services Unlimited of Jacksonville as the new Community Living Services Director.

According to an announcement from Pathway this morning, Anna Siragusa has been named to take over the position. Siragusa is a 2021 graduate of Illinois College where she completed a double major in psychology and sociology.

She joined Pathway in 2021 as a Residential Program facilitator and lead Qualified Intellectual Disabilities Professional (QIDP) in the Residential Program. Prior to joining Pathway, she was a residence hall director, student ambassador, and resident assistant at Illinois College.

Pathway Executive Director Ryan Dowd says he is excited to have Siragusa join the leadership team. He says she was heavily endorsed for the position, not only by fellow employees but also by the people that Pathway serves.

As Community Living Services director, Siragusa will supervise all residential services, monitor residential activities and ensure quality services are provided to the individuals supported in Pathway’s ten residential homes. In addition, she will be responsible for filling individual vacancies in the residential homes.

Motorcycle Crash Claims Life of Rider in Pike Sunday

One person was killed in a single-vehicle crash in Pike County Sunday.

According to a release by Pike County Sheriff David Greenwood, at approximately 4:00 pm yesterday, deputies responded to a single motorcycle crash on State Highway 100, approximately two miles south of Pearl.

Officials say the motorcycle was traveling northbound when it struck a deer that ran into the path of the bike. The driver was pronounced deceased at the scene.

Sheriff Greenwood says the name of the decedent is being withheld at this time pending the notification of next of kin.

Downed Power Lines Spark Vehicle Fires in Beardstown

The Beardstown Fire Department responded to a call of two vehicles on fire yesterday afternoon.

According to a report by the Beardstown Volunteer Fire Department via social media, crews were called to the 200 block of West 5th Street in Beardstown at approximately 3:45 pm Thursday for a pair of vehicles that were on fire in close proximity to several residences.

Fire officials say the initial cause was determined to be that a storm-damaged tree limb had fallen onto power lines, knocking them down onto the vehicles. The lines remained live causing them to ignite.

Nearby residents were evacuated and hose lines were used to protect structures from further damage while crews on scene waited for Ameren to arrive and shut off power to the lines.

Crews remained on scene for approximately 2 hours. Beardstown Fire was assisted by the Beardstown Ambulance Company, Beardstown Police, Cass County Sheriff Deputies, and Ameren Illinois. Arenzville Fire provided coverage for the response area during the event.
